Part one of the test is Substantial Proportionality. This test means that participation opportunities for men and women are "substantially proportionate" to their respective undergraduates.
Part two of the test is History and Continuing Practice, that an institution has a history and continuing practice of program expansion that is responsive to the developing interests and abilities of the underrepresented sex.
Part three of the test is Effectively Accommodating Interests and Abilities. This is that an institution is meeting the interests and abilities of its female students even when there are disproportionately fewer females than males participating in sports.
