Ballast Point's history goes
back to 1542, but came to be owned by the United States military only after 1870. The
Spanish had built a fort here in 1797. The Army took over Ballast Point in
1870. The fort was later called Fort Rosecrans and used as a coastal defense starting in
1898. Most importantly, Fort Rosecrans was used as a major training center for
American troops. In 1911 the first submarines entered the
San Diego Bay and they were the USS Grampus
and the USS Pike.
They were much smaller than the submarines of today, small enough to
train in the bay.
Today the fort is owned by
the
US Navy and is a facility for submarines.
